The garuda have a series of settlements far to the southwest of the twin cities of Gata Nahaki and Ripa Daneo, south of the peaks of skylith Commerce's western mountains.  The fortified settlement Kavali is a largish town within this group, and serves as the administrative hub for the surrounding smaller settlements.
